
ST WILLIAM PLANNING APPLICATIONS

St William submitted an amendment to the application in November 2025. The application remains part detail and part outline. The detail component is for 198 homes as opposed to 241 homes and the outline application remains for up to 74,450 sqm GEA. The illustrative scheme is for 775 new homes in total, however, the final unit numbers and area delivered in the outline component remains subject to later planning applications and there is an opportunity to deliver more than 800 homes in total.
The site viability is at its most challenging since pre application discussions began. The application amendment reduces the affordable housing level from 35% measured by habitable room to 16% measured by habitable room. St William have prepared an evidence based financial viability assessment that demonstrates 16% is the maximum reasonable level of affordable housing that can be provided.
HM Government and the Mayor of London announced emergency measures to support housebuilding in London in October 2025 in response to ‘high interest rates, spiralling construction costs, regulatory blockers and wider economic conditions’ that have caused a development standstill. The emergency measures announced that the threshold level of affordable housing needs to reduce to 20% by habitable room, a tenure split of 70% Social Rent and 30% Shared Ownership is required, design guidance needs to be applied flexibly to increase development densities and CIL relief granted to improve viability and promote delivery. The emergency measures state that to ensure viability, affordable housing above 10% is to be heavily subsidised by public funding.
St William’s revised application is to ensure the site remains viable despite the significant challenges facing the industry acknowledged by government.
St William will provide:
- Around 775 or more new homes subject to the final design of the outline component
- 5 buildings from 9 – 10 storeys and a single tall building of 29 storeys up to 98m high
- 77 social rent homes including 63 Social Rent family homes of 2+ bedrooms
- S106 and CIL contributions to RBKC and Mayor of London of £15m+ including contributions to local education, public spaces, healthcare and to provide more bus services to the site and the local area
- 7,882 sqm of new publicly accessible open space
- Remediation of a former gasworks site that is currently inaccessible
- Improvement to the canal towpath improving the quality, safety and accessibility of a key local thoroughfare
- Improvements to local active travel through improvements to local walking and cycling infrastructure and improving the safety of the Ladbroke Grove Canal Way junction

St William submitted the St William Development Planning Application to Royal Borough of Kensington and Chelsea in July 2025. The application was validated under PP/25/03535 and a link to the planning application is found here.
In summary, the application was for:
- Detailed application for 241 new homes and an outline application for up to up to 74,450 sqm GEA new residential floorspace including a new basement. Final unit numbers and area within the outline component to be determined by later reserved matters applications
- 5 new buildings are proposed ranging from 10 – 13 storeys with a single tall building of 29 storeys up to 98m high
- Around 794 new homes envisaged in the illustrative scheme
